Conditions:
1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
3.      The permit is valid for five years and shall expire on May 15, 2007.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.
4.      All approvals required must be obtained and submitted prior to any activity on the site.
A contact person shall be identified on the plans.
Block flow through the existing drainage ditches via earthen berms to
create potential vernal ponding areas.
Install stream bank protection along the channel of Bancroft Brook at
selected areas to be determined by Town staff and in conjunction with
the consulting Biologist and Engineer.  Plans to be submitted to the
Commission for their review.
All proposed mitigation and stream bank protection stabilization to be
done by 6/15/2003 or before building permit for development is issued,
whichever is later.
All installation of mitigation measures are to be supervised by the
consulting Biologist.
The Design Engineer will supervise installation of the outlet structures
from the detention basins.
Stabilize the eroded gully east of the proposed detention basin #2.  Plan
should be approved by the Town Engineer.
Provide notes on the subdivision plan that roof runoff from subsequent
site plan applications is strongly encouraged to be directed via overland
flow to adjacent wetlands.
On lots where buildings or parking areas are proposed to be built in
upland review areas or in wetlands, intensively maintained turf grass will
be discouraged as a part of the landscaping plan for the lot.  Instead,
transition areas of native herbaceous or shrub species will be planted
between developed areas and native vegetation.
A bond in the amount of $25,000 be submitted to the Planning & Zoning
Commission to insure proper installation and maintenance of erosion
controls, and stabilization of disturbed areas associated with the
installation of the road and stormwater system.
A bond in the amount of $50,000 to be submitted tot he Planning &
Zoning Commission to insure the property installation and establishment
of proposed created wetland areas for the purpose of mitigation of
wetland disturbance.
A bond in the amount of $25,000 to be submitted to the Planning &
Zoning Commission to insure adequate and proper installation of stream
stabilization materials.
A note placed on the plan, explaining that this approval does not
constitute approval of any individual site plans.
Proposed relocation of outfall relative to basin number 1 & 2 should be
submitted as a change order and be reflected on the final plans.

Motion to:      write a letter to The Planning & Zoning Commission requesting that the Town Engineer review and verify the stability of the bank in the area of the detention ponds due to the special nature of the escarpment soils and the high potential for extensive erosion in this area.

Fine Ordinance
Commission members decided that a legal opinion would be necessary from Town Attorney Barry Guliano.  They would like Attorney Guliano to draft the Fine Ordinance as a South Windsor ordinance and check if there are any policy issues.  The Commission will ask the Town Attorney to come to the June 19, 2002 meeting to review this item.
